How could compliance equal disengagement?

Organizations that would boast strong levels of compliance typically have at least 80% disengagement. How is this possible? Most leaders in high disengagement organizations would assume that compliant people are engaged. 

Compliant people are busy. We define engagement as feeling a sense of ownership in how things work, which is the polar opposite to compliance. Ownership is the opposite of compliance.
